David Licate is honored to represent the citizens of Boston Heights, Hudson, Monroe Falls, Silver Lake, and Stow on Summit County Council.
Dr. Licate is employed as a professor of criminal justice at the University of Akron where he serves as department chair and a faculty fellow at the Michael J. Morell Center for Intelligence and Security Studies. His leadership roles have included associate director of UA’s Center for Emergency Management and Homeland Security Policy Research and member of the executive management team for the U.S. Attorney led Northern Ohio Violent Crime Consortium.
Dr. Licate has served as a research partner on several initiatives focusing on the development of evidence-based policing strategies that prevent violent crime. He was selected to share his research with policing executives on two separate tours of the United States sponsored by the Police Foundation, International Association of Crime Analysts, and Bureau of Justice Assistance. Licate consults for policing, educational, and homeland security agencies, and has been invited to instruct at the Ohio Peace Officer Training Academy and Police Executive Leadership College on the topics of data-driven policing strategies and organizational change.
Before joining Summit County Council, Dr. Licate served as president and member of the Stow-Munroe Falls Board of Education and as a member of Stow City Council where he served on the Planning and Public Improvement committees. In addition, Licate has served on the Stow-Munroe Falls City School District Safety and Security Committee (which he founded), Stow-Munroe Falls CSD Facilities Committee, Stow-Munroe Falls Chamber of Commerce Economic Development Committee, and the Stow Public Safety Services Committee.
Dr. Licate earned a Ph.D. in Political Science from Kent State University, completing a dissertation titled “Innovation and Organizational Change in Ohio Police Departments.” He holds a Master of Science in Criminal Justice from the University of Cincinnati, a B.A. in Criminal Justice Studies from Kent State University, and a Graduate Certificate in Critical Infrastructure Protection from Texas A&M Engineering Extension.
Licate resides in Stow with his wife and two children.
